English Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using savings to manage growing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to raise council taxes next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” said a council leader.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently further found local finances being strained by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, several key cities members were included in the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey revealed.
